The VA seeks a Service‑Disabled Veteran‑Owned Small Business to provide independent third‑party inspection and testing services for elevators and dumb‑waiters at two VA facilities in New York. The contractor will witness, certify, and report on mandatory five‑year load tests, annual and semi‑annual safety inspections, and any corrective‑action re‑inspections, but will not perform maintenance or provide test equipment. Qualified personnel must hold current ASME QEI‑1 inspector certifications and demonstrate recent inspection experience.
• Perform five‑year load tests, annual and semi‑annual safety inspections on 32 elevators and 4 dumb‑waiters, and submit detailed reports within 15 working days of each test.
• Provide qualified QEI‑1 certified inspectors (≥10 years recent experience) and maintain a Quality Control Program, including background‑check compliance, key‑control, and annual walk‑throughs with the COR.
• Submit a technical capability statement (≤15 pages), resumes, past‑performance references, and pricing (excluding specified parts line items) by the deadline; evaluation will consider technical capability, past performance, and price.
