The State of Arkansas is seeking a contractor to design, develop, and implement a Constituent Services Mobile Application (CSMA) and supporting components and services. The CSMA will provide citizens with a single, convenient digital doorway to access State department services on their mobile devices. The solution should include a user-centered design process, establish an architecture that allows for onboarding of future services, and provide 24x7x365 customer service to constituents. The contractor will be responsible for hosting all contractor-supported solution components in a FedRAMP Moderate authorized environment. Some key features of the CSMA include:
• A modern, intuitive, and secure digital platform that simplifies access to government services
• Alignment with the State’s Identity Access Management (IAM) strategy
• Providing as much transparency as possible and respecting the privacy of individual interactions with the solution
• Allowing for constituent identities to be linked to records maintained by individual State departments
• Providing 24x7x365 customer service to constituents regardless of their location or technical abilities
The State anticipates that the contract will be awarded to a single contractor, with an initial term of three years and the possibility of renewal for up to four additional one-year terms.
