Description

The Colorado Behavioral Health Administration (BHA) is seeking qualified public, tribal, or nonprofit organizations to deliver the federal PATH (Projects for Assistance in Transition from Homelessness) program statewide. The contract will fund outreach, engagement, case management, behavioral health, and housing‑related services for adults (18+) who are homeless or at imminent risk and have serious mental illness (SMI) and/or co‑occurring substance use disorders (COD). The initial award runs for FY28 (July 1 2027 – June 30 2028) with the possibility of up to four one‑year renewals, contingent on funding and performance. Applicants must provide a 36 % non‑federal match and comply with SAMHSA, federal, and Colorado regulations. Proposals are submitted electronically via a designated Box.com email address, with a maximum of 15 pages, and must be received by October 29 2026, 2:00 PM. An optional pre‑bid conference is scheduled for September 29 2026. • Service area: Colorado statewide (urban, rural, frontier) • Target population: Adults experiencing homelessness or at imminent risk, with SMI and/or COD • Required services: Outreach, screening, diagnostic, case management, behavioral health, housing‑related assistance, referrals, transportation, data collection, and reporting • Funding: Up to $500,000 per fiscal year; 36 % match required (cash or in‑kind) • Contract term: 1‑year (FY28) with up to four optional 1‑year extensions • Submission: Electronic zip file to [email protected]; max 15 GB, 15‑page limit, no encryption • Mandatory eligibility: Must be an eligible PATH provider (state political subdivision, Indian tribe, or nonprofit) • Evaluation: Mandatory criteria + weighted scoring on outreach, experience, partnerships, capacity, staffing, data management, and cost proposal.

Budget estimate

$300,000 – $500,000

The solicitation caps the maximum award at $500,000 per fiscal year. Comparable PATH contracts in other states typically range from $300,000 to $500,000 depending on the size of the service area and the extent of required matching funds. Assuming a mid‑range award for a statewide provider with modest overhead, the expected payment to the contractor would likely fall between $300,000 and $500,000 annually. Factors influencing the final amount include the applicant’s proposed service model, the proportion of direct service versus administrative costs, and the amount of non‑federal match contributed.
