Description

The City of Reading is seeking a consultant to create a coordinated, community-driven solution to promote safety, structural healing, and long-term violence reduction across its neighborhoods. The selected consultant will serve as the lead strategic planning partner and guide the city through a comprehensive assessment phase to build a sustainable framework for long-term safety. The scope of work includes collaboration and stakeholder engagement, planning and needs assessment, strategy and deliverables, and logistics and support. The consultant will be responsible for convening multi-sector partners, formalizing governance, establishing infrastructure, and executing agreements. They will also develop a comprehensive project plan, lead a needs assessment, and coordinate the drafting of a high-quality Local Violence Reduction Plan. Some key points to consider include: • The consultant will work with various stakeholders, including community-based organizations, public health professionals, law enforcement partners, and individuals with lived experience. • The consultant will be responsible for managing and administering stipend disbursements to community participants and individuals with lived experience involved in focus groups and planning activities. • The consultant will coordinate professional peer learning opportunities, including information sessions, trainings, or site visits for local partners. • The consultant will be required to track progress toward the project's goals and define success, and share progress and outcomes with the city, stakeholders, and the broader community.

Budget estimate

$200,000 – $500,000

The budget for this opportunity is not explicitly stated, but based on the scope of work and the fact that it is funded through the General Fund via the Managing Director’s Office, it is likely that the budget will be in the range of $200,000 to $500,000. This estimate is based on the assumption that the consultant will be working on a comprehensive project plan, leading a needs assessment, and coordinating the drafting of a high-quality Local Violence Reduction Plan, which will require significant resources and expertise. Additionally, the fact that the city is seeking a consultant to work on a community-driven solution to reduce youth violence and promote long-term safety suggests that the budget may be higher than average due to the complexity and importance of the project.
