Gas Obsolescence Preliminary Study

The City of Ann Arbor is seeking a qualified professional firm to conduct a preliminary study on the future of gas in Michigan. The study should identify best practices related to current and past Future of Gas Proceedings in other jurisdictions, estimate reduced gas usage due to customer choices and governmental policies, and explore viable technologies to decarbonize market segments traditionally covered by gas utilities. The firm should also forecast gas usage and customers in the city under different scenarios and identify key variables the city should consider as it continues to call for a Future of Gas Proceeding in Michigan. The total amount of funding allocated for this work is $75,000, and the selected firm should be able to complete the work by June 30, 2026. Some of the key tasks included in the scope of work are: • Conducting a baseline assessment and benchmarking of Future of Gas studies/proceedings in other states • Reviewing DTE Gas Company's investment plans for its local distribution system in Ann Arbor • Exploring viable decarbonization options for Ann Arbor • Forecasting gas usage and customers in the city under different scenarios The City is looking for a firm that can provide a comprehensive and detailed analysis of the future of gas in Michigan and help the city develop a strategy to achieve its climate and decarbonization goals.
