To Provide Management and Day to Day Operation of the Essex County Community Transportation System

This solicitation seeks a qualified contractor to assume full management and day‑to‑day operational responsibility for the Essex County Community Transportation System. The contractor will be responsible for overseeing all aspects of the system, ensuring reliable service for seniors and eligible riders, and maintaining compliance with applicable regulations. The contract runs for three years with the possibility of two additional one‑year extensions. • Provide comprehensive operational management including scheduling, driver supervision, vehicle dispatch, and customer service. • Oversee fleet maintenance, safety compliance, and regulatory reporting for a mixed fleet of buses and vans. • Manage financial aspects such as budgeting, fare collection, and cost‑control while meeting performance metrics set by the County. • Deliver regular performance reports and coordinate with the Division of Senior Services and other county stakeholders. • Ensure continuity of service during the optional extensions if awarded.
