Description

Western Washington University seeks a vendor to decommission, remove, recover, and responsibly dispose of its legacy PBX telecommunications equipment. The contractor must handle all aspects of assessment, planning, safe removal, transportation, asset recovery (reuse, refurbishment, resale), and environmentally‑responsible recycling or disposal of non‑recoverable components, including batteries and hazardous materials. The university aims to achieve the project at no direct cost by offsetting expenses with recovered asset value, while ensuring safety, compliance, and thorough documentation of the disposition process. • Conduct on‑site inventory validation and develop a detailed removal and logistics plan. • Safely disconnect, dismantle, transport, and dispose of PBX systems, remote fiber units, power equipment, and related hardware. • Maximize asset recovery through resale/refurbishment before recycling; provide full disposition reports and certifications. • Comply with all environmental, hazardous‑material, and safety regulations; restore sites to a clean condition. • Submit a financial proposal that demonstrates how the project will be cost‑neutral to WWU, detailing expected recovery value and any potential costs.

Budget estimate

$0 – $150,000

No contract value is disclosed, but the solicitation notes the project is intended to be at “no direct cost” to the university, with the vendor offsetting expenses via asset‑recovery revenue. Assuming the total recoverable value of the PBX equipment falls under the $150 k ceiling hinted by the small‑business preference clause, vendor profit could range from break‑even (if recovery just covers costs) up to roughly $150 k if asset resale is high. Therefore a reasonable earnings estimate is $0 – $150,000, depending on the vendor’s ability to maximize resale and minimize disposal costs.
