Low Carbon Fuel Credit Standard Brokerage Services

The City of Los Angeles Harbor Department is seeking proposals from qualified firms to provide Low Carbon Fuel Standard Credit Brokerage services. The selected firm will be responsible for identifying counterparties, structuring financial transactions, and performing brokerage services for the purchase and sale of Low Carbon Fuel Standard (LCFS) credits and other emissions credits. The contract is expected to last for three years. The firm should have experience in LCFS credits, RTC, and/or ERC brokerage, as well as expertise in the California Air Resources Board (CARB) LCFS credit program and the South Coast Air Quality Management District (SCAQMD) RTC program. • Key responsibilities include: • Selling or purchasing LCFS credits, RTC, and/or ERC, or facilitating an exchange of such emissions credits with third parties • Maintaining the Harbor Department's LCFS credit bank and transfer • Gathering and submitting necessary brokerage records to the California Air Resources Board (CARB) • Making good faith and commercially reasonable efforts to market or monetize the LCFS credits • Keeping and maintaining records of all sales terms and documentation related to emission credit transactions
