Description

Howard County is seeking a qualified construction firm to replace the existing Primary Substation No. 3 at the Little Patuxent Water Reclamation Plant with a new, elevated unit‑substation. The work includes demolition of the existing substation and motor control center, installation of new 13.2 kV load‑interrupter switches, two 1000/1288 kVA transformers, 480 V switchgear, an 800 A switchboard, and an elevated structural steel platform on reinforced‑concrete foundations. Additional scope covers civil site work, grouted ductile‑iron pile foundations, erosion‑control, utility relocation, and comprehensive testing and commissioning. The contract is a mid‑size SHA Cost Group “G” project with a bid bond of 5 % and a performance period of 800 calendar days, subject to $500 per day liquidated damages for overruns. • Demolition of existing PS‑3 and MCC‑06, then construction of a new flood‑plain‑elevated substation. • Installation of medium‑voltage (13.2 kV) equipment, low‑voltage (480 V) switchgear, and an 800 A switchboard. • Civil works include grouted ductile‑iron piles, reinforced‑concrete foundations, and extensive erosion‑control measures. • Contractor must hold a Maryland‑wide Master Electrician license, provide full‑price performance and payment bonds, and meet strict background‑check and American‑made‑goods requirements.

Budget estimate

$7,000,000 – $12,000,000

The solicitation does not disclose a contract ceiling, but a 5 % bid bond and the complexity of a flood‑resilient substation suggest a multi‑million‑dollar contract. Comparable county substation replacement projects range from $7 M to $12 M. Factoring in civil foundation work, high‑voltage equipment, and the 800‑day schedule, a realistic award value is likely between $7 M and $12 M.
