Housing Capacity Analysis and Housing Element Support Project

The City of Roseville is seeking proposals for a professional services contract to provide housing capacity analysis and support for the development, implementation, and maintenance of the City's Housing Element. The selected consultant will work with the City to develop a parcel-level or other area-level analysis of housing capacity in the City, which will be used to plan for utilities and services. The consultant will also provide technical support during the Regional Housing Needs Allocation process and collaborate with City staff to prepare/update the Housing Needs Assessment, update the Housing Plan, and prepare other work necessary to develop a Housing Element deemed compliant by HCD. The key services include: • Housing Capacity Analysis: Provide the potential location, type, and amount of additional housing capacity in the City. • Housing Element Preparation: Provide technical support during the Regional Housing Needs Allocation process and collaborate with City staff to prepare/update the Housing Needs Assessment, update the Housing Plan, and prepare other work necessary to develop a Housing Element deemed compliant by HCD. • Realistic Capacity Analysis: Collaborate with City staff to prepare the adequate sites inventory, with an emphasis on sites zoned for non-residential use that can be redeveloped for residential use and non-vacant sites. • Project Coordination: Collaborate with City staff as needed to discuss requirements, coordinate work efforts, liaison with HCD, and provide regular progress updates. • On-Call Housing Element Support Services: Provide development, implementation, and maintenance of the City's Housing Element, including staying abreast of the current state of practice, providing sound advice to the City, and collaborating with the City to define additional supporting work/product.
