Correctional Healthcare Staffing and Services

The Pennsylvania Department of Corrections (DOC) is seeking proposals from Offerors to provide comprehensive medical and psychiatric services to DOC's incarcerated individuals. The RFP is divided into three lots: Lot 1 - Health Care Staffing and Services, Lot 2 - Psychiatric Staffing and Services, and Lot 3 - Comprehensive Health Care Services. The selected Offeror will be required to perform at least 50% of the total contract value for Lots 1 and 2, and at least 30% for Lot 3. The contract will be a fixed-price contract with a term of five years and three optional one-year renewals. • The DOC currently has 22 State Correctional Institutions, one Inpatient Forensic Treatment Center, two Inpatient Mental Health Units, three Skilled Care Units, two Personal Care Units, and one Neurocognitive Care Unit. • The selected Offeror will be required to provide medical services, including physician, certified registered nurse practitioner, physician assistant, medical specialty, laboratory, and other related outpatient services. • The selected Offeror will also be required to provide psychiatric services, including psychiatric staffing and services for all correctional institutions, two secure Community Correction Centers, the inpatient mental health units, the inpatient forensic treatment unit, and any specialized housing units. • The RFP includes a non-disclosure agreement, which must be submitted by prospective Offerors before access is provided to confidential information on DOC health care policies, financial, and operational information.
