The Navajo Nation Department of Diné Education seeks a qualified vendor to design, build, and deploy a custom digital platform that digitizes the Diné language and culture assessment, curriculum, and instruction materials. The solution must be built from scratch, hosted exclusively on the Navajo Tribal Utility Authority (NTUA) cloud, and fully compliant with WCAG accessibility standards while reflecting cultural appropriateness. The project is budgeted at approximately $200 K and will span 1–2 years, encompassing discovery, design, MVP development, implementation, testing, training, launch, and hand‑off documentation.
• Deliver a complete, custom‑built software system (no third‑party SaaS) for language/culture assessment, including test creation, scoring, reporting, and media repository.
• Provide UI/UX designs (Figma mockups) that meet WCAG standards and incorporate Navajo cultural elements; develop role‑based permissions for teachers, administrators, and DODE staff.
• Set up database and cloud infrastructure on NTUA, create staging and production environments, conduct testing/training with end‑users, and supply full documentation and source code for ongoing maintenance.
• All proposals must be submitted in sealed physical envelopes (mail or hand‑delivery) by March 11, 2026, 5 PM MST; no electronic submissions accepted.
• Preference given to vendors with Navajo Nation Business Opportunity Act Priority 1 or 2 certification.
