SOLE SOURCE: EXAIL INC. FOR SERVICES TO TEST, EVALUATE AND INTEGRATE THE PERFORMANCE OF THE FISHERIES ECHOSOUNDER ON A USV

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award a purchase order to Exail Inc. for services to test, evaluate, and integrate the performance of the fisheries echosounder on a USV. The work will be used to evaluate the viability of using USVs working together with NOAA vessels to increase the efficiency of acoustic-trawl surveys. The services required are highly specialized, and Exail is the only source capable of providing them at the level of quality required. • The services include testing, evaluation, and integration of new equipment into pre-existing vehicles. • The period of performance is one year from the date of award. • Firms that believe they can fully meet the government's requirements may submit substantiating documentation or a request for additional information in writing to the identified point of contact within 15 days after publication of the pre-solicitation notice.
