Description
Pease Development Authority is seeking a qualified consulting firm to develop and implement an Air Service Development (ASD) program for Portsmouth International Airport at Pease (PSM). The contractor will perform market and route‑development analyses, engage airlines, coordinate with local stakeholders, support grant applications, and provide ongoing data forecasting and reporting. Deliverables include an initial strategic plan within 90 days of award, quarterly status reports, and a final strategic recommendation report.
• Perform demographic, economic‑trend, and travel‑behavior analysis of the airport’s catchment area.
• Identify viable new or expanded airline routes and prepare customized business cases for carriers.
• Represent PSM in airline meetings, conferences, and grant‑submission processes; facilitate community‑air‑service coalitions.
• Provide quarterly performance updates and a final strategic plan outlining incentives, marketing, and service‑growth recommendations.
