Police Entrance and Promotional Exam Processes

The City of Newport News is seeking proposals from qualified firms to provide consultative services for the Newport News Police Department (NNPD) entrance selection and promotional processes. The services include creating the selection process, promotional exam, study guide, post-test review, and any associated reports. The contract will be for one year with the option to renew for four additional one-year periods. The City is looking for a firm with experience in providing similar services to municipal law enforcement entities. • The scope of work includes promotional testing and evaluation services, police officer testing and evaluation services, and master police officer (MPO) assessment center exercises. • The contractor will be responsible for providing the appropriate number of copies of the exam, delivering the exam, grading the exam, and defending the correctness of any questions contained in the exam. • The contractor will also be required to provide a final technical report, which will include the results of the job analysis, an analysis of the applicants' performance on the examinations, and an analysis of response by question. • The City is looking for a firm that can provide innovative and creative approaches to the project. • The proposal should include an executive summary, a profile of the company, a description of the approach to be used, and a description of the key personnel who will be working on the project.
