Family Homeless Prevention and Assistance Program

Ramsey County seeks to partner with local agencies that serve households facing homelessness or at imminent risk of homelessness. The selected agency will provide supportive services and/or direct financial assistance, aligning its strategies with the Minnesota Housing and Finance Agency (MHFA) Family Homeless Prevention and Assistance Program (FHPAP) guidelines to ensure homelessness is rare, brief, and non‑recurring. This is a grant‑type arrangement designed to leverage community resources and expand affordable housing outcomes. • Eligible partners are local service agencies operating in Ramsey County, MN. • Services may include case management, emergency shelter placement, rental assistance, and other direct financial supports. • Alignment with MHFA FHPAP guidance is mandatory, and reporting will be required per the attached solicitation documents.
