Description

The District of Columbia Housing Authority (DCHA) is seeking a qualified legal professional to serve as an Administrative Hearing Officer (AHO) for a three‑year period. The contractor will conduct regular and expedited administrative hearings, prepare written decisions, maintain digital recordings, and adhere to strict timeliness and record‑retention requirements. The contract is a fixed‑price simplified acquisition (under $150,000) with monthly invoicing and net‑30 payment terms. Vendor must be a licensed attorney with at least three years of relevant administrative hearing and landlord‑tenant experience, carry required insurance, and submit Section 3 compliance documentation. Evaluation will focus heavily on past experience, writing samples, and technical competence, with a small bonus for small/minority/woman‑owned firms. • Conduct informal administrative hearings for DCHA housing‑related disputes and issue written decisions within prescribed timeframes. • Maintain digital audio recordings and complete hearing records, retaining them per DCHA’s retention policy. • Meet rigorous timeliness deductions for late decisions and comply with insurance, Section 3, and conflict‑of‑interest rules.

Budget estimate

$100,000 – $150,000

The solicitation caps the award at the simplified acquisition ceiling of $150,000. Given the three‑year term and the need for a qualified attorney, a realistic range is roughly $100,000 to the maximum $150,000, depending on the hourly rates proposed and the anticipated volume of hearings.
