Description

The U.S. Navy is conducting a sources‑sought market research effort to identify firms capable of designing, procuring, constructing, testing, and commissioning an extensive set of upgrades to the electrical infrastructure and microgrid at Marine Corps Air Station Miramar. The work includes modernizing control systems, adding cybersecurity safeguards, installing battery storage and solar photovoltaic capacity, laying new fiber‑optic loops, and upgrading 12 kV distribution equipment. The effort is expected to last roughly 920 days and will be funded under a firm‑fixed‑price contract, with eligibility limited to firms below the $45 M small‑business size standard. Interested vendors must submit an experience questionnaire and PDF by the response deadline. • Design and install a Microgrid Control System (MCS) and integrate it with Advanced Distribution Management System (ADMS) and Advanced Microgrid Control System (AMER). • Upgrade the Utility Control System (UCS/SCADA), replace RTUs, UPS units, and add Advanced Metering Infrastructure (AMI) while achieving DoD RMF cybersecurity certification. • Provide Battery Energy Storage System (1.6 MW/1.8 MWh) and add ≈ 1 MW of rooftop solar PV, including interconnection with SDG&E and compliance with California Rule 21. • Install new fiber‑optic infrastructure linking generators, BESS, PV, and control assets; and repair/upgrade underground 12 kV distribution manholes and pad‑mounted equipment. • Deliver full design‑build documentation, including two‑phase design‑build experience, prior MCS installations, and microgrid upgrades, with final construction cost disclosed for each past project.

Budget estimate

$10,000,000 – $30,000,000

The solicitation does not disclose a contract ceiling, but the small‑business size standard is $45 M and the scope (design, procurement, construction, testing, and commissioning of a full microgrid, battery storage, solar PV, fiber optic, and 12 kV distribution upgrades) suggests a sizable spend. Based on comparable Navy microgrid projects, a realistic contract value is likely between $10 M and $30 M, depending on the final design and material costs.
