The New York City Department of Housing Preservation and Development (HPD) is issuing an Expression of Interest (EOI) to identify a vendor capable of delivering a suite of administrative and outreach services that will transition approximately 1,700 households from the NYCHA Emergency Housing Voucher (EHV) program into HPD’s HOME‑Tenant Based Rental Assistance (HOME‑TBRA) program. The work must be mobilized by mid‑June 2026 and completed by the end of January 2027, with a focus on preventing evictions, conducting outreach, operating a dedicated customer‑service function, managing eligibility and income verification, performing Housing Quality Standards (HQS) inspections, and coordinating lease‑up and rent‑reasonableness determinations.
