20th Street East Corridor Improvement Project SS4A Base Phase (pre-NEPA)

The City of Palmdale is seeking a multidisciplinary consulting team to perform the Base Phase (pre‑NEPA) of the 20th Street East Corridor Improvement Project, funded by a $5.38 M SS4A federal grant. The work is limited to project‑development activities—community outreach, feasibility and safety studies, environmental scoping, concept‑level preliminary engineering, and a comprehensive Project Report—without proceeding to final design, right‑of‑way acquisition, or construction. The consultant must manage a $330 k federal budget, adhere to FHWA pre‑NEPA design limits, and deliver all required deliverables by April 30 2027. • Conduct existing‑conditions data collection, GIS/CAD mapping, and utility/right‑of‑way constraints analysis. • Perform school‑access, circulation, and pickup/drop‑off studies for three local schools, plus corridor safety and multimodal traffic analyses. • Develop concept alternatives (including a roundabout at Avenue R‑8), prepare environmental scoping documents, and produce a final Project Report with recommendations and a path to Phase 1 design. • Provide full project management, QA/QC, and federal grant compliance, including regular progress reporting and community‑engagement deliverables.
