Sam Houston State University is seeking a single vendor to provide a turnkey solution for two digital outdoor advertising structures (billboards) on university‑owned land adjacent to Interstate 45. The vendor must design, finance, obtain all permits, construct, operate, maintain, and eventually remove the structures, while providing a revenue‑sharing or guaranteed‑payment model to the university. The contract is initially for five years with an optional five‑year renewal, includes a 12.5 % share‑of‑voice for the university, an emergency‑alert capability, and a de‑commissioning bond at year 15. • Develop, finance, construct, and operate a minimum of two digital billboard monopoles (LED preferred). • Provide a Minimum Annual Guarantee (MAG) or a percentage of gross advertising revenue (preferred) to SHSU, with escalation. • Include 12.5 % of ad inventory free to the university, emergency‑alert integration, and full removal/restoration at lease end. • Must supply insurance, HUB subcontracting plan, and certify non‑involvement with prohibited entities.
