The contractor must provide either full‑run offset or full‑run digital printing, handle typesetting, envelope construction, and ship the finished product to Harpers Ferry, WV by the required delivery date, including 50 “Blue Label” random copies and all required GPO certification forms.

• Must supply a single press‑quality PDF soft proof for approval before production.
