Description
The National Oceanic and Atmospheric Administration (NOAA) is seeking sources capable of providing online full-text archival access to 32 peer-reviewed scientific journals and the Freedom Collection for NOAA-wide access, as well as several monographic series titles. Additionally, NOAA requires an annual Open Access publishing allocation for NOAA corresponding authors to publish up to 39 open access articles in Elsevier hybrid journals each year, with all publishing costs fully included.
• The anticipated period of performance is 1 January 2027 through 31 December 2027, with four 12-month option periods.
• The applicable NAICS Code is 513120 Periodical Publishers, and the size standard is 1,000 employees.
• Companies shall respond to this Sources Sought Notice by using the provided Google Portal Link.
• Responses shall be received no later than July 31, 2026, at 2:00 PM Mountain Time.
