The U.S. Army’s Security Force Assistance and Stability Integration Directorate (SFASID) is seeking a senior‑level subject matter expert (SME) to support the modernization of stabilization doctrine and implementation of the Global Fragility Act (GFA) across FY 2026‑2031. The work is non‑personnel consulting, requiring top‑secret/SCI clearance and extensive experience in joint‑service doctrine, inter‑agency coordination, and stabilization/irregular‑warfare concepts. The contractor will produce drafts, final doctrine updates, training materials, and analytical reports, working primarily on‑site at Carlisle Barracks, PA, with occasional government‑funded travel.
