Description

The Town of Miami Lakes is seeking proposals from qualified firms or individuals to conduct a municipal impact and operating fee study. The study should include an appropriate and legally defensible municipal services impact fee methodology, ordinance, and fee schedules. Additionally, the Town is seeking a separate study that analyzes the Town's current operating fees and provides recommended updates and additional fee opportunities. The scope of work includes reviewing the Town's current impact fee structure, identifying legal considerations, and preparing a fee comparison report. The proposer shall expand on this scope in their proposal. Key aspects of the proposal include: • Impact fees: review of the Town's current impact fee structure, estimation of projected population and level of service required, and preparation of a legally defensible municipal impact fee ordinance and fee schedule • Operating fees: review of the Town's existing operating fees, comparison with surrounding Municipal and County governments, and preparation of a comparison report • Deliverables: meeting with the Town Manager and staff, issuance of a final report, assistance in preparation of ordinance(s), and attendance at Town Council public hearings and meetings • Project duration: the project shall not exceed 90 calendar days from the date of the signed agreement, with an option for a 60-day extension
