Description

The County of Orange is seeking qualified design‑build firms to replace three escalators and modernize 28 elevators across John Wayne Airport’s terminals, parking garages, and ground‑transportation center (Phases 2‑4). The effort is funded largely by FAA Airport Improvement Program grants and will be executed as a two‑step procurement: an RFQ for Statements of Qualifications (SOQ) followed by an RFP for detailed proposals. Selected firms must hold appropriate California contractor licenses (Class B, with Class C‑11 subcontractor), demonstrate $41 M bonding capacity, and comply with federal “Buy‑American” and Davis‑Bacon requirements. The project schedule targets a Notice to Proceed in Q1 2027, Phase 2 construction (≈5‑6 months) by mid‑2028, a brief LA28 moratorium in July 2028, and substantial completion by Q3 2029. • Replace three escalators and modernize 28 elevators (airport terminals, garages, transport center). • Provide full design‑build services: cost estimating, GMP commitment, schematic/design development, BIM (LOD 300‑500), construction documents, construction management, QA/QC, and close‑out. • Must meet FAA grant conditions, Title VI civil‑rights compliance, Buy‑American, Davis‑Bacon prevailing‑wage rules, and local safety/environmental constraints. • Required bonding capacity: ≥ $41 M; Class B contractor license (CA) and Class C‑11 subcontractor license. • Schedule: NTP Q1 2027 → Phase 2 construction Q4 2027 (5‑6 months) → LA28 moratorium July 2028 → Phases 3‑4 start Aug 2028 → Substantial completion Q3 2029. • Pre‑submission conference (non‑mandatory) Sep 10 2026; Q&A closes Sep 15 2026; SOQ due Sep 18 2026; RFP released Oct 2 2026; proposals due Oct 16 2026.

Budget estimate

$35,000,000 – $45,000,000

The solicitation states an anticipated bonding budget of $41 M, which typically mirrors the maximum contract value for large airport infrastructure projects. Considering design, engineering, procurement, and construction of 3 escalators and 28 elevators, plus associated civil works, a realistic contract award would likely fall between $35 M and $45 M. Factors influencing the final amount include the final GMP, scope adjustments, inflation, and any additional FAA‑mandated upgrades.
