YH26-0006 Conflict Advocacy Services

The Arizona Health Care Cost Containment System (AHCCCS) is seeking a contractor to provide conflict advocacy services for individuals with Serious Mental Illness (SMI) in the state of Arizona. The contractor will provide advocacy services, including representation in grievances and investigations, and support the Office of Human Rights (OHR) in addressing systemic issues. The contractor must have at least six years of experience in behavioral health services and be knowledgeable of the organization and operation of the publicly funded behavioral health system in Arizona. • The contractor will provide advocacy services to individuals with SMI for matters involving allegations of rights violations, physical or sexual abuse, or death. • The contractor will review contractor reporting within the AHCCCS Quality Management Portal and conduct investigations of allegations of rights violations, physical or sexual abuse, or deaths of persons receiving services. • The contractor will analyze and chart systemic data to help provide insight and oversight to the behavioral system on behalf of the members served by AHCCCS MCOs. • The contractor will support existing advocate staff in appeal and/or grievance matters involving individuals identified as in need of Special Assistance. • The contractor will support OHR in revising educational materials and reviewing and addressing systemic issues.
