The South Carolina Department of Transportation (SCDOT) is awarding a sole‑source contract to Stantec Consulting Services Inc. for licensing and extended client support (ECS) of the Highway Pavement Management Application (HPMA). The award provides ongoing software maintenance, technical assistance, data quality support, and up to two major software updates per year, ensuring the agency’s legacy pavement data remains functional and can be transitioned to newer platforms. This contract enables SCDOT to continue using HPMA for pavement analysis, planning, and reporting without interruption. • Licensing rights for the HPMA software, including entitlement to future major releases (up to two per year) at no additional charge. • Comprehensive technical and engineering support (electronic, telephone, and data‑related) to keep the application operational and integrated with historic pavement data (>25 years). • Sole‑source justification based on Stantec’s exclusive ownership of the HPMA source code and unique expertise required for data migration to Trimble’s Pavement Analyst.
