Description

The Los Angeles Community College District (LACCD) is seeking one or more qualified firms to provide comprehensive state‑budget and legislative‑advocacy consulting services. The work involves representing the District with California state‑budget officials, tracking and influencing higher‑education legislation, preparing briefing materials, scheduling meetings with legislators, and delivering regular updates to District leadership and Board committees. The contract is initially for one year with up to four optional one‑year renewals, and the firm must demonstrate deep knowledge of California’s budget process, strong relationships with state policymakers, and the ability to produce high‑quality written and oral deliverables. • State‑budget advocacy: liaison with Dept. of Finance, Legislative Analyst Office, budget committees; identify funding opportunities; weekly calls and monthly reports. • Legislative advocacy: monitor CA legislation, maintain legislative matrix, testify before committees, develop annual legislative agenda, prepare policy briefs. • Staffing & reporting: senior Account Executive/Project Manager plus day‑to‑day Account Manager; weekly calls, monthly written reports, appointment scheduling, and representation before committees. • Contract terms: one‑year base period (max $12,000/month retainer ≈ $144k per year) with up to four optional renewals; mandatory interview on Dec 17 2025.

Budget estimate

$80,000 – $150,000

The RFP sets a monthly retainer range of $6,000‑$12,000, capping at $144,000 per year. Assuming a mid‑range engagement and accounting for potential optional years, the likely annual earnings would fall between roughly $80,000 (lower‑end retainer plus modest deliverables) and $150,000 (upper‑end retainer with full scope). Factors influencing the final amount include the exact monthly retainer selected, any additional reimbursable expenses (which the contractor must absorb), and whether optional renewal years are exercised.
