Amistad Reservoir Plugging of Penstock #4

The International Boundary and Water Commission, United States Section, is soliciting bids for the Amistad Reservoir Plugging of Penstock #4 project. The project involves plugging Penstock #4 at the Amistad Dam in Val Verde County, Texas. The work includes mobilization and demobilization, removal and storage of the irrigation gate and Penstock #4 gate, unwatering of the concrete repair area, construction of the Penstock #4 concrete plug, base slab repairs, and contract closeout. The estimated magnitude of construction is between $1,000,000 and $5,000,000. • The project requires a firm fixed price construction contract. • The bidder must submit a bid package that includes all required documents, such as the completed and signed SF 1442, bid schedule, and bid guarantee. • The bid package must be submitted through the USIBWC secure Microsoft SharePoint portal. • The bidder must request SharePoint access using a business, corporate, or enterprise managed email account. • The Government will use the SharePoint upload date and time record to determine timely receipt. • The bidder remains responsible for requesting access early enough to upload the complete bid package before the deadline. • The project has a pre-bid conference and site visit scheduled for August 5, 2026. • The bidder must submit written questions to the Contracting Officer by August 13, 2026. • The Government will respond to questions by August 20, 2026. • The bidder must submit their bid by September 3, 2026.
