Description
The Defense Security Cooperation Agency (DSCA) is seeking a contractor to provide Program, Analytical, Technical, and Enterprise Support Services. The contractor will provide a full-spectrum of technical support for DSCA, including program support, congressional affairs, strategic communications, policy analysis, and technical support functions such as assessment, monitoring, and evaluation. The contractor will also provide support for international affairs, other professional, scientific, and technical studies, and research and development projects. The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, which means that the contractor will provide services on an as-needed basis. The contractor will be expected to engage with senior officials, executives, and managers across the Department of Defense (DoD), Military Service Departments, other Federal Government agencies, the Executive Branch, Congressional staff, program managers, university representatives, the public, and other specified organizations as outlined in individual task orders.
Key aspects of the job include:
• Providing comprehensive program support services to enhance the effectiveness and efficiency of various security cooperation programs
• Assisting in the development and coordination of legislative inquiries and legal requirements
• Creating and proposing communications plans and strategies to convey the agency's mission, objectives, and achievements
• Providing comprehensive policy support for the development and maintenance of regulations, guidelines, standards, directives, instructions, memoranda, manuals, and other policy documents related to security cooperation
• Conducting specialized technical studies and analyses, and developing technical reports and presentation briefings to communicate the results of study efforts to DSCA, DoD, and international partners
• Providing technical support to facilitate defense security cooperation capabilities development through established processes, ensuring alignment with DCSA’s strategic objectives
