Description

The County of Sacramento’s Department of Regional Parks is seeking a qualified contractor to operate, monitor, maintain, and ensure regulatory compliance of the Gibson Ranch Park domestic water system, a transient non‑community water system serving over 1,000 users. The contractor will perform scheduled weekly, monthly, annual, and tri‑annual tasks including chlorine residual monitoring, bacteriological sampling, nitrate testing, pump and motor inspections, chemical feed system maintenance, minor repairs, and comprehensive reporting to the Environmental Management Department (EMD). The base contract runs March 11 2027 – March 10 2028 with optional one‑year renewals up to 2032. All work must be performed by personnel holding a California Distribution Grade 1 (D‑1) certification and must comply with prevailing‑wage and safety regulations. • Weekly: chlorine residuals, flowmeter readings, pump runtimes, chemical feed rates, leak inspections, debris removal, SHC drum delivery. • Monthly: bacteriological sampling from wells and facilities, water level measurements, system clean‑up. • Annual: nitrate‑nitrogen sampling, hydro‑pneumatic tank inspection, pump component replacement. • Tri‑annual: additional nitrate sampling per EMD schedule. • Provide all labor, materials, equipment, and documentation; coordinate with EMD and County staff; maintain valid D‑1 certification.

Budget estimate

$200,000 – $500,000

The contract involves full‑time monitoring, chemical procurement, equipment maintenance, and reporting for a year‑long period. Assuming an average crew of 2‑3 certified technicians plus supervisory staff, labor costs could range from $150‑250 K. Adding chemical supplies (sodium hypochlorite), laboratory fees for bacteriological and nitrate testing, travel, insurance, and overhead could bring total contract value to roughly $200‑500 K. The estimate varies with the number of additional service locations added during the term and any change‑order work.
