Description
The Texas Department of Transportation (TxDOT) Aviation Division is seeking a qualified consulting firm to develop a comprehensive Airport Layout Plan (ALP) and associated narrative for the McGregor Executive Airport (Project No. 22MPMGREG). The scope includes updating demand forecasts, evaluating land‑use alternatives, preparing design standards, and producing a final ALP package consistent with FAA advisory circulars, along with Standard Operating Procedures (SOPs) and related documentation. Submissions are qualifications statements limited to nine pages, to be submitted via the TxDOT eGrants system by September 15, 2026. Evaluation will be based on capability, recent relevant experience, schedule adherence, and technical approach. The award will be made to the highest‑scoring firm, with potential interview(s) for top candidates.
• Prepare Airport Layout Plan (ALP) with narrative, SOPs (sections 2.0, 3.0, 8.0) per FAA AC.
• Conduct market/ SWOT analysis, update aviation demand forecasts, assess aircraft mix and design criteria.
• Evaluate land‑use alternatives, develop airside/landside facility concepts, and prepare CIP recommendations.
• Deliver final ALP, supporting documents, and present findings to TxDOT and local stakeholders.
• Qualification statement limited to nine 8.5×11‑in pages; must include firm experience, key personnel, project schedule (weeks), and certifications.
