Description
The Houston‑Galveston Area Council (H‑GAC) is seeking qualified consulting firms to develop a comprehensive Transportation Project Delivery Plan. The consultant will assess the MPO’s current delivery framework, identify capability gaps, engage stakeholders, and produce actionable recommendations for team structure, resourcing, budgeting, and standardized processes for project selection, initiation, procurement, execution, and close‑out of federally funded transportation projects. Deliverables include a detailed plan, standardized budget models, and procedural manuals that comply with federal and state regulations.
• Evaluate existing MPO project‑delivery capabilities and organizational structure.
• Conduct stakeholder engagement and peer analysis to define scope of delivery involvement.
• Develop recommendations for team structuring, staffing, and integration into MPO operations.
• Create standardized budget templates and cost‑estimation procedures for delivery services.
• Define processes for project selection, initiation, procurement, execution, and pre‑construction close‑out.
• Ensure all recommendations meet applicable Federal and Texas State requirements.
