The Alabama Department of Conservation and Natural Resources (DCNR) is seeking qualified civil‑engineering firms to provide comprehensive, on‑demand engineering services for a variety of statewide projects. The solicitation is an open‑ended RFQ that will result in one or more contracts awarded on a “as‑needed” basis, each beginning at $200,000 with an initial two‑year term and possible extensions up to five years total. Firms must demonstrate expertise in civil‑engineering design, inspection, quality‑control, maintenance planning, and related consulting, and must be licensed and familiar with Alabama regulations.
• Scope includes design, analysis, on‑site inspections, QA/QC, permitting coordination, and long‑term maintenance planning for DCNR facilities.
• Contracts are open‑ended; multiple awards possible, each valued at a minimum of $200 k and potentially up to $500 k over the full five‑year term.
• Submission requires a Letter of Interest, completed GSA Form 330, Alabama Vendor Disclosure Statement, and two hard‑copy plus one electronic copy (USB) by May 15, 2026 (3 PM CDT).
• Evaluation will focus on expertise, resources, past performance, local familiarity, project‑management approach, and experience with special‑project contracts.
• Compliance obligations include Alabama vendor disclosure, immigration (IRCA) certification, anti‑boycott statements, indemnification, and Open Records Act disclosure.
