Description

The Fleet Logistics Center Norfolk (FLCN) is seeking information on qualified and experienced sources for planning purposes to derive one contract to provide air-rigged or air/surface-deployable profiling floats in support of meteorological and oceanographic operations globally. The profiling floats must meet NAVOCEANO standards and be capable of communicating in Short Burst Data (SBD) format over the Iridium Satellite communications system via the DoD Defense Information Systems Network (DISN) Enhanced Mobile Satellite Services (EMSS). The floats must be FIPS 140-2 encrypted and have various features such as depth-rated for 2,000 meters, capable of collecting data according to NAVOCEANO directed sampling interval, and capable of being commanded via the Iridium satellite SBD based bidirectional communication protocol. Some key features of the profiling floats include: • Air-rigged or air/surface-deployable • Capable of operating unattended for at least 120 profiles to a depth of 2,000 meters • Capable of collecting data from multiple profiling cycles to at least 2,000 meters in depth in less than 24 hours • Capable of automatic pressure activation • Must be capable of freeing itself from the deployment package upon contact with the water • Must be capable of running self-diagnostic tests conducted by the end-user • Must be capable of being re-configured to change operating parameters at the end-user's facility

Budget estimate

$1,000,000 – $10,000,000

The budget for this opportunity is not explicitly stated, but based on the complexity and technical requirements of the profiling floats, it is likely to be a significant amount. The fact that the contract is for a 36-month period and the floats must be capable of operating unattended for at least 120 profiles to a depth of 2,000 meters suggests a high level of sophistication and cost. Additionally, the requirement for FIPS 140-2 encryption and compliance with various cybersecurity policies and guidance suggests a high level of security and potentially high development and production costs. A rough estimate for the budget could be in the range of $1 million to $10 million, depending on the number of floats required and the level of customization needed.
