Expanded Subsidized Employment (ESE)

The Department of Human Assistance (DHA) is seeking proposals to expand the Expanded Subsidized Employment (ESE) program, which provides assistance to CalWORKs Welfare-To-Work participants in finding and retaining full-time employment. The successful proposer will recruit and contract with employers, act as the fiscal agent for the program, and track employment and verify wages paid to participants. The program reimburses employers for up to six months of wages and offers retention services, including support services, to participants. Key responsibilities include recruiting employers, coordinating referrals, collecting and verifying participant earnings, and submitting reports to DHA. • The ESE program has been in existence since 2014 and aims to increase placements within Sacramento County. • The program provides retention services, including support services, to participants during the placement period and for an additional two months upon completion. • Proposers must demonstrate experience in placing prospective candidates into jobs and providing job placement services. • The contract term is July 1, 2026, through June 30, 2027, with the possibility of two one-year extensions. • The expected budget for the agreement will be contingent upon year-to-year funding.
