Description

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award a purchase order on a sole source basis with Aerial Associates Photography Inc. for non-personal services for hyperspectral imaging flights on a specially equipped aircraft to detect and map harmful algal blooms (HABS) in the areas of Lake Michigan, Lake Erie/Lake St. Clair, and Lake Huron. The period of performance is from the date of award to December 30, 2026. • The sole source determination is based on NOAA's requirement that Aerial Associates Photography Inc. is the only source to perform the required flights that is specially equipped. • The flights are federally mandated, and Aerial Associates Photography Inc. is the only vendor in the area that has a modified aircraft capable of mounting the government's hyperspectral data imager. • Firms that believe they can fully meet the government's requirements may submit substantiating documentation or a request for additional information in writing to the identified point of contact within 15 days after publication of the pre-solicitation notice.

Budget estimate

$200,000 – $500,000

The budget for this opportunity is likely to be in the range of $200,000 to $500,000, considering the scope of work involves hyperspectral imaging flights for detecting and mapping harmful algal blooms in the Great Lakes. The factors that may influence the likely payment range include the cost of operating a specially equipped aircraft, the number of flights required, and the complexity of the data analysis.
