The Department of State Lands is seeking a facilitator for rulemaking to update Oregon Administrative Rules 141-083, which govern the use of the territorial sea for undersea infrastructure such as cables and pipelines. The facilitator will work with a stakeholder group, the Rulemaking Advisory Committee (RAC), to review proposed rule changes and provide recommendations. The facilitator will be responsible for tasks such as drafting interview questions, conducting half-hour interviews with RAC members, facilitating virtual RAC meetings, and maintaining a running list of RAC comments that need Department resolution.
• The RAC will consist of approximately 9 to 15 individuals representing various stakeholders, including environmental consultants, local and state government partners, and industry representatives.
• The facilitator will work closely with the DSL rulemaking team to ensure that the RAC process is effective and efficient.
• The project is expected to last approximately 5 months, with a series of virtual RAC meetings scheduled between December 2025 and April 2026.
• The facilitator will be responsible for notetaking during each RAC meeting and sharing meeting summaries with the rulemaking team and RAC members.
• The project aims to establish a clear fee structure for the use of the territorial sea and to reduce liability and risk associated with undersea infrastructure.
