The Commonwealth of Massachusetts Department of Developmental Services is soliciting a single‑contractor to operate the “Agency With Choice (AWC) – 19” program, a self‑directed service delivery model where the provider serves as the employer of record for participants’ personal support staff. The contractor will recruit, hire, and payroll workers, manage workers’ compensation and taxes, provide service navigation, administer flexible funding, and maintain compliance documentation while delivering individualized home and day supports to at least five participants.
