Cost of Service Study

The City of San Diego seeks a qualified consulting firm to conduct a comprehensive cost‑of‑service study for its Parks & Recreation Department’s user‑fee schedule. The study must analyze current fees, benchmark against comparable jurisdictions, and recommend fee structures that ensure costs are fully recovered while remaining fair to payers. Deliverables include detailed reports, spreadsheets, a draft fee schedule, training for city staff, and a final presentation to the City Council. • Review >220 existing user fees and calculate direct/indirect costs. • Benchmark fees against 20+ comparable municipalities and agencies. • Produce executive summary, technical report, Excel cost models, draft schedule, and training materials. • Present findings to Parks & Recreation Board and City Council by June 2027.
