Description

The Minnesota Pollution Control Agency (MPCA) is seeking project proposals to expand infrastructure capacity for composting source-separated organic materials in Minnesota, with a focus on wasted food and food scraps. The grant program aims to reduce the amount of organic material being disposed of through landfilling or incineration by funding projects that expand composting capacity. Eligible projects include the creation of new compost sites, expanding composting capacity at existing sites, and improving equipment and operations. The MPCA anticipates awarding approximately $10,000,000 for composting infrastructure grants, with a maximum award of $2 million for larger projects and $499,999 for smaller projects. Applicants must provide a match equal to at least 20% of the awarded grant amount. • Eligible applicants include not-for-profit and non-profit organizations, for-profit businesses, political subdivisions, state agencies, tribal governments, and educational institutions. • Eligible projects must result in the expansion of wasted food and food scraps composting infrastructure capacity in Minnesota. • Ineligible projects include those that do not expand composting infrastructure capacity, focus on other organic materials, or do not meet the eligibility specifications. • Eligible costs include capital expenses, site construction, and operating costs directly related to the project. • Ineligible costs include general operating costs, routine overhead expenses, and costs not directly related to the project.
