Description

The Defense Health Agency Contracting Activity (DHACA) intends to award a sole-source contract for Newborn Screening Services to support five Military Treatment Facilities (MTFs) in Japan and Guam. The contract requires the provider to perform a comprehensive panel of newborn bloodspot screenings, including tests for organic acidemias, fatty acid oxidation disorders, amino acid disorders, endocrine disorders, lysosomal storage diseases, and other core disorders. The Oregon Health Authority (OHA) is the intended sole-source vendor due to its unique capabilities as a state-designated public health entity. Some key features of the required services include: • Integrated public health case management • Guaranteed continuity of care for a transient military population • Comprehensive, state-validated program • Alignment with national public health standards The contract is expected to provide a high level of quality assurance, long-term data integrity, and specialist consultation for the military dependents born overseas.

Budget estimate

$500,000 – $2,000,000

The budget for this contract is not explicitly stated in the document. However, considering the scope of the services required, including the comprehensive panel of newborn bloodspot screenings and the integrated public health case management, the budget could be substantial. A rough estimate for the budget could be in the range of $500,000 to $2 million per year, depending on the number of screenings performed and the complexity of the services provided. This estimate is based on the assumption that the contract will require a significant amount of resources, including personnel, equipment, and facilities, to provide the required services. The actual budget could be higher or lower, depending on various factors such as the provider's expertise, the level of competition, and the government's budget for the contract.
