Request for Bids: Lead-Based Paint Clearance Services (HOME HBA Program)

The City of Gastonia is seeking bids from qualified firms to provide lead-based paint clearance testing services for residential properties assisted under the City's HOME Investment Partnerships-funded Homebuyers Assistance Program. The services will be provided on an as-needed basis for properties located within Gaston County, North Carolina. Key aspects of the Request for Bids (RFB) include: 1. **Scope of Services**: The selected firm(s) will provide lead-based paint clearance testing, including examinations, re-clearance testing, visual examinations, dust wipe sampling, laboratory analysis, and written clearance reports. 2. **Minimum Qualifications**: Bidders must meet EPA lead certification requirements, have firm certification, use a National Lead Laboratory Accreditation Program (NLLAP)-accredited laboratory, and have a Unique Entity Identifier (UEI) and registration in SAM.gov. 3. **Pricing**: Bidders must submit firm, fixed unit pricing for lead-based paint clearance examinations and re-clearance examinations. 4. **Bid Submission Requirements**: Bids must include a completed pricing table, proof of certifications, a written response describing response time and turnaround time, confirmation of UEI and SAM.gov registration, and acknowledgement of City insurance requirements. 5. **Evaluation and Award**: Bids will be evaluated based on responsiveness, compliance with minimum qualifications, and price. The City intends to award to the lowest responsive and responsible bidder(s). 6. **Term of Agreement**: The City will enter into an on-call agreement with the selected bidder(s), with services requested on an as-needed basis. 7. **Submission Deadline**: Bids must be received by Monday, December 29, 2025, by 5:00 PM. The City of Gastonia reserves the right to reject any or all bids and intends to award the contract to the bidder(s) that best meet the City's needs.
