The City of Riverside is seeking a single, State‑certified, full‑service laboratory to provide comprehensive microbiological and chemical analytical testing for drinking‑water, raw‑water, non‑potable water, storm‑water and related environmental samples. The contract is a three‑year base term (with up to two one‑year extensions) and requires the vendor to handle sample logistics, rapid turnaround times (including rush options), electronic data delivery, regulatory notifications, and a robust QA/QC program. The City expects unit‑price proposals for each analysis and will award to the vendor that scores highest on qualifications, methodology, references, and price.
• Perform EPA‑approved microbiological (e.g., total coliform, E. coli, HPC) and chemical analyses (metals, VOCs, PFAS, perchlorate, etc.) for a variety of water sources.
• Provide pre‑labeled sample kits, after‑hours sample pickup, LIMS‑based data entry, PDF reports, and electronic data files (CSV) uploaded to City‑designated systems (e.g., WaterTrax).
• Meet defined turnaround‑time windows (routine, 5‑day, 3‑day, 2‑day, 1‑day, same‑day) and issue immediate electronic alerts for any positive coliform/E. coli, high HPC, or MCL exceedances.
• Maintain a full QA/QC program, support emerging‑regulation monitoring (UCMR, PFAS, microplastics), and supply a dedicated project manager as the City’s primary contact.
