26-050 Three (3) Year Contract to Provide Consultant Services for the City’s Natural Gas System

The City of Pensacola is soliciting and requesting a statement of interest and qualifications from consulting firms for the provision of counsel services regarding the operation of the natural gas distribution system. The selected firm will be required to prepare an annual report to provide reasonable assurance to bondholders and others that the gas facilities are adequately maintained and in good condition. The firm will also be available to City staff to provide counsel in connection with the operation of the gas system. Key services include conducting a survey of the system, performing field inspections, reviewing current operation and maintenance practices, and reviewing the adequacy of current rates and charges. • The City owns and operates a natural gas distribution system with 53,000 customer services and over 1,800 miles of mains. • The system operates at 60 PSIG MAOP, with a portion operating at 200 PSIG. • The selected firm will be required to have experience in performing similar work, including experience with natural gas utilities. • The firm will be evaluated based on factors such as composition and qualifications of staff, experience and history of services, and project approach. • The contract will be for a term of three years.
