Request for Information (RFI) – Socioeconomic Participation Market Research – Successor to COTS 2012 Statewide Master Contract

The Maryland Department of General Services is issuing a Request for Information (RFI) to obtain industry feedback regarding commercially reasonable socioeconomic participation structures and percentage recommendations for a potential successor to the COTS 2012 Statewide Master Contract. The RFI is limited to market research concerning subcontracting opportunities and feasible participation levels for MBE, VSBE, and SBR programs. The anticipated successor contract may include COTS Software & Software as a Service (SaaS), Implementation & Training Services, and Maintenance & Support Services. • The RFI is seeking data-driven input on realistic subcontracting opportunities, percentage ranges, and whether participation requirements should be established at the Master Contract level, Task Order level, or both. • The RFI is issued solely for planning and market research purposes and does not constitute a solicitation or commitment by the State. • Respondents must provide recommended participation percentage ranges for MBE, VSBE, and SBR programs, and identify specific subcontracting opportunities, describe types of work reasonably subcontractable, and provide estimated percentage of total contract value that could realistically be subcontracted.
