Public Works Department Benchmarking & Strategic Plan

The City of Keene is seeking a consulting firm to perform a comprehensive review of the Public Works Department operations and develop a long-term strategic plan. The selected consultant will review existing City plans and policies, assess current department operations, benchmark Keene's practices and performance against comparable municipalities, and develop a practical implementation roadmap to guide departmental priorities, service delivery, organizational development, and public engagement over approximately the next ten years. The scope of work includes: • Reviewing existing City plans and documents • Conducting stakeholder engagement • Assessing current department operations • Benchmarking against comparable municipalities • Developing a strategic plan with clear priorities, goals, and performance metrics • Providing findings and recommendations in a format suitable for review by staff, the City Manager, and the City Council.
