The Alaska Energy Authority is seeking a contractor to design, supply, install, and test a new bulk‑fuel storage and handling system at Tuluksak, Alaska. The work includes constructing new above‑ground fuel tanks (multiple 30 000‑gal and smaller units), steel containment dikes, fuel dispensing equipment, fuel piping (both above‑ and below‑grade), bulk‑fuel transfer pumps, and associated overhead electrical distribution, as well as de‑commissioning existing tanks and handling hazardous‑waste disposal. The project also requires compliance with federal Buy‑America (BABA) requirements, DBE/EEO participation, and extensive safety and environmental safeguards.
• New construction of co‑located and school bulk‑fuel tank farms (30 000‑gal diesel tanks, 2 500‑gal protected tanks, 500‑gal day tanks) with all appurtenances except ladders, catwalks, and plugs (owner‑supplied).
• Installation of steel containment dikes, fuel dispensing systems, bulk‑fuel transfer pumps, and full fuel‑piping network (3‑in., 4‑in., 2‑in., 1‑in. steel pipe) with pressure testing and coating.
• Overhead electrical distribution (RUS‑specified poles, conductors, transformers) and explosion‑proof equipment, plus required spill‑response and environmental compliance (RCRA hazardous‑waste handling).
