Description

The City of Tulsa is seeking a qualified firm to provide on‑site monitoring and compliance supervision for disaster debris removal across the entire city. The contractor will supply a full suite of personnel—including a Project Manager, Operations Manager, Field Supervisor, Field Monitors, GIS Operator, and Data‑Entry staff—to ensure that debris‑collection contractors meet FEMA, federal, and local requirements, issue accurate load tickets, and maintain detailed records and reports. The work is performed on a per‑hour basis, with no guaranteed minimum quantity, and the contract term is one year (with possible extensions) while each disaster event’s performance window is limited to 60 days. • Monitor debris‑removal activities, verify eligibility, and issue load tickets at loading sites and disposal sites. • Provide supervisory oversight (field supervisor, project/operations managers) and clerical support (data‑entry, GIS mapping). • Deliver pre‑disaster training for City staff, maintain daily/weekly progress reports, and comply with extensive federal and state regulations (Davis‑Bacon, anti‑kickback, EE‑O, etc.). • Submit sealed hard‑copy bids (original + three copies) plus an electronic copy by the July 3 deadline; work must commence by July 10 with a 48‑hour start‑window.

Budget estimate

$100,000 – $250,000

The bid summary lists two possible ceiling figures ($81,893.30 and $269,976.00) and provides hourly rates for comparable vendors. Assuming a mid‑range workload of roughly 1,200 total service hours (e.g., 200 hours each for project/operations managers, supervisors, monitors, GIS and data‑entry staff) at average rates of $45‑$60 per hour, the contract value would likely fall between $100 k and $250 k. This estimate reflects the city’s “total cost not to exceed” budget range and typical staffing levels for a 60‑day performance period.
